The Government of Canada has unveiled its 2026–2028 Immigration Levels Plan, emphasizing a stronger focus on regional and long-term economic growth through the Provincial Nominee Program (PNP), while moderating temporary worker inflows.

Under the new plan, 91,500 permanent residents are expected to be admitted through the PNP in 2026 — a 66% increase from the previous target of 55,000. This adjustment reflects the federal government’s commitment to supporting provincial and territorial labour market needs and promoting balanced demographic growth across Canada.

In contrast, the Temporary Foreign Worker Program (TFWP) admissions target has been reduced to 60,000, down from 82,000, indicating a shift toward more sustainable, long-term immigration pathways.

Meanwhile, the International Mobility Program (IMP) target has been increased to 170,000, representing a 32% rise from the previous plan. The IMP facilitates the entry of foreign nationals whose work in Canada supports the country’s broad economic and cultural interests.

Overall, the 2026–2028 Immigration Levels Plan outlines Canada’s strategic approach to balancing permanent and temporary immigration streams, ensuring that immigration continues to drive economic growth, meet regional labour demands, and strengthen Canada’s social fabric.
